Karma is basically XP. You gain it by doing stuff or advancing the story, and can spend it on building up your skills pretty much whenever and however you want instead of traditional leveling up.

I shall neither confirm nor deny any such event happening or not at some point maybe in the future...seriously, since a plot point might come up where we think it could work or seems at least a good idea and go with it, but at this point, I can't really say for sure one way or the other if it will or won't.
