I once played Risk with a guy who did absolutely nothing except conquer South America in the beginning and draft units while everyone else battled it out. Much later in the game, he tore a bloody swath across North America and Asia. No one could stop him. I could see Bonnie doing something similar, with the slight tweak of taking both South America and Australia (which is even easier to defend) at the start. Also, repeatedly conquering and retreating from Indonesia and Central America just so that she could pull cards.
I'm not sure if this would work with only one or two opponents, though, since it relies on everyone else keeping each other busy. If a lone opponent accumulates enough territory & continent bonuses, then their drafting rate will quickly outpace hers.
Hmm... Maybe I should play Risk sometime. O_O

Okay...so for Bonnie, ONLY thing I knew was I wanted her to be a villain. Was fighting a little with myself about what villain to make her before finally deciding on Master Cyclonis.
Devious, crafty, and frankly a LOT like how I imagine a younger Bonnie was before she mellowed out and matured.
